Which versions can be downgraded to 2025
Any project newer than 2025 can come down to it. A project older than 2025 does not need downgrading — 2025 can already open it.

What changes after downgrading to 2025
Anything 2025 cannot read is cleared out, which is what lets it open the project at all. That is the nature of downgrading, not a conversion error. Sequences, layers, effects and expressions are kept wherever possible.

Yes. As long as the target is older than the source, it works. 2025 is one of 14 target versions available here.
What gets lost when downgrading to 2025?
Features introduced after 2025 will not survive, and anything it cannot read is removed so the project opens. How much is lost depends on how heavily your project uses newer features.
The result will not open — how do I check?
Confirm the Premiere you have installed is at least version 25.0 (see Help → About Premiere Pro). If the number is lower, the target you picked is still too new.
