Which versions can be downgraded to CC 2013
Any project newer than CC 2013 can come down to it. A project older than CC 2013 does not need downgrading — CC 2013 can already open it.

What changes after downgrading to CC 2013
Anything CC 2013 cannot read is cleared out, which is what lets it open the project at all. That is the nature of downgrading, not a conversion error. Sequences, layers, effects and expressions are kept wherever possible.
